Inside Moldova’s Leaked Plan for Transnistria
A leaked non-paper offers a window into how officials are thinking about reintegration
On March 13th Moldovan journalist Vladimir Soloviev reported on a non-paper1 titled “Basic approaches in the process of the gradual reintegration of the Transnistrian region.” This document, which is in English, laid out the most detailed public glimpse to date of the Moldovan government’s thinking on the country’s “convergence” strategy for reintegrating Transnistria. I reported on this strategy in December:
This document was leaked, presumably directly to Soloviev, and is one of the most significant document leaks of this kind in years. It’s safe to assume that this leak was not an officially sanctioned trial-balloon by the Moldovan government2, so it remains an open question as to who leaked it and why.
Today we’ll take a look at this non-paper and see what it can tell us about the government’s plans for reintegration.
