I'm going to Moldova fairly soon and am planning to visit some of these places. From some research around google maps and online it has seemed like hiking won't be something I should put too much expectation in. Doesn't seem to be much on offer. You definitely don't need mountains for hiking. But, I need to step in and say. As an Estonian who does not live in Estonia I think the opportunity for hiking in Estonia is pretty terrible. Estonian hikes are nice on a very small scale. There is no well developed and diverse network at all. They walk you along dirt roads cars drive along. Trails, public rights of way, freedom to roam are alien terms for Estonians. I'm not blaming you for overselling it, I'm just saying you should experience hiking in other parts of the world where you feel like as a hiker you genuinely do have the freedom to go wherever you please.
