Munteanu’s strategy of "quiet professionalism" didn't project stability; instead, it created a political and communicative vacuum. As the disastrous rollout of the tax reform showed, highly consequential policies cannot survive on technical merit alone. Governance requires immense political capital and inter-ministerial coordination.

The friction with Minister Perciun appears to be less about a personal dispute and more a symptom of a government lacking a unified narrative. As President Sandu essentially acknowledged, major structural reforms demand public buy-in. To maintain its momentum, the PAS majority must ensure the next Prime Minister is not just an administrative manager, but a political operator capable of actively selling difficult reforms to the Moldovan electorate.
